Peak works on projects of every size, and we bring the same care to all of them. Here are a few that are keeping us especially busy right now.
Peak serves as prime consultant on the Peña NEPA and Design project, leading a team of 17 subconsultants through environmental review and preliminary design for the 11.1-mile corridor connecting Denver International Airport to the regional transportation network. Originally designed for 50 million passengers a year, the corridor now carries the demands of an airport serving more than 82 million travelers. For the communities alongside it, Peña is not a convenience but a primary transportation lifeline.

I-270 Corridor Improvements EIS
Peak serves as a trusted partner on the I-270 Corridor Improvements EIS, providing NEPA documentation, community impact analysis, and stakeholder engagement on one of the Denver metro area's most complex and community-sensitive corridor projects.
Peak serves as environmental lead and owner's representative on the East Colfax Avenue Bus Rapid Transit project, providing NEPA compliance oversight, Section 106 and historic preservation coordination, and construction-phase cultural resource management on one of Denver's most historically layered and heavily traveled corridors.

Front Range Passenger Rail
Front Range Passenger Rail is one of the most transformative transportation initiatives in Colorado's history — a proposed intercity rail system connecting Fort Collins through Denver to Pueblo, with a long-term vision of linking Colorado to New Mexico and Wyoming. Peak has been a planning lead across three generations of studies for the system, building institutional knowledge and relationships that span more than a decade of evolving priorities, funding landscapes, and political realities. Most recently, Peak served as planning lead for the Service Development Plan, navigating complex coordination with host freight railroads, the Front Range Passenger Rail Commission, and the State of Colorado to advance the system toward implementation. Few projects better illustrate Peak's ability to stay at the forefront of where transportation is going — and help the people planning it find the path forward.
Pena NEPA & Design
The Peña corridor is the only connection between Denver International Airport and the region — serving travelers, airport workers, and the communities of northeast Denver who depend on it daily, with premium commuter rail linking DEN directly to downtown alongside more than 139,000 daily vehicles. The City of Denver awarded Peak a five-year, $15 million contract to lead NEPA review and preliminary design for the 11.1-mile corridor between I-70 and E-470, evaluating multimodal improvements that balance highway capacity, transit, and community needs. As prime consultant, Peak manages a team of 17 subconsultants — coordinating environmental review, preliminary design, community engagement, and agency coordination on one of the most complex and consequential transportation projects in Colorado's recent history.
I-270 Corridor Improvements EIS
Interstate 270 carries more than 100,000 vehicles daily through Commerce City and North Denver on aging infrastructure that was never designed for today's demands — and through communities that have historically borne a disproportionate share of environmental impacts. Peak has led stakeholder engagement and NEPA advisory work on the I-270 Corridor Improvements EIS since 2023, bringing a deliberate, listening-first approach to one of Colorado's most complex and community-sensitive projects. In a corridor where agency and community trust has been hard to earn, Peak helped CDOT build the relationships and transparency needed to move a consequential project forward.
DEN Pena Blvd Support
Denver International Airport (DEN) supported DEN in developing procurement documents and the scope of work for preliminary engineering (PE), design, and NEPA services. Peak also advised on agency interactions and responsibilities to ensure smooth coordination among CCD, CDOT, and FHWA.
As part of this effort, Peak provided input and technical assistance in drafting key agreements and materials, including an intergovernmental agreement (IGA) among the project partners and a detailed scope of work for PE and NEPA services. These contributions helped position DEN to move the Peña Boulevard improvements forward efficiently while meeting regulatory requirements and maximizing the benefit of DRCOG funding.

DEN Environmental and Sustainability Planning On-Call
Denver International Airport is one of the busiest and most complex airports in the country, with ambitious environmental compliance and sustainability goals to match. Peak provides on-call planning and environmental support across NEPA documentation, air quality and emissions analysis, federal grant strategy and applications, and sustainability planning — including net-zero facilities, EV master plans, and sustainable aviation fuels. It is the kind of broad, trusted partnership that only comes from years of delivering on the details.
Advancing Lincoln Avenue
Lincoln Avenue is a critical corridor serving the rapidly growing communities of Lone Tree and Douglas County, where safety, operational, and multimodal needs have outpaced existing infrastructure. Peak led pre-NEPA planning and alternatives analysis and is now managing the full NEPA process, coordinating across local, state, and federal agencies to advance multimodal safety, mobility, and connectivity improvements near I-25. It is exactly the kind of locally rooted, technically complex project Peak was built for.
Mountain Passenger Rail
Colorado's Mountain Passenger Rail project is exploring intercity rail service connecting communities along the Front Range — a complex, multi-agency initiative requiring careful integration of environmental, cultural, and community considerations from the very start. Peak provides environmental planning advisory services throughout project development, including agency coordination, environmental scoping, and a cultural resources scan designed to identify potential impacts early and keep decision-making on solid ground. Getting the environmental foundation right at this stage is exactly the kind of upstream work Peak does best.
Bustang Maintenance Facility
CDOT's Bustang interregional express bus service needed additional maintenance facilities to support continued growth — requiring careful site evaluation before committing to a location. Peak prepared an environmental scan of three candidate sites, documenting existing conditions and potential constraints to give CDOT a clear, data-driven foundation for the siting decision. Straightforward in scope, consequential in outcome.
US 24 & Judge Orr Road Intersection Improvements
CDOT is evaluating safety and operational improvements at the US 24 and Judge Orr Road intersection in El Paso County, including realignment to eliminate a dangerous skewed angle at a key regional connection point. Peak developed public engagement materials — project maps, background information, and a summary of next steps — giving the community clear, accessible tools to understand the project's purpose and what comes next. Good public engagement starts with making complex projects easy to understand, and that is where Peak excels.
I-25 US 36-104th Avenue
One of Colorado's most traveled corridors, I-25 between US 36 and 104th Avenue is getting critical safety, operational, and multimodal improvements — including interchange upgrades, expanded pedestrian and bicycle access, and a potential median transit station at the Thornton Park-n-Ride. Peak serves as NEPA manager for the Environmental Assessment, coordinating across FHWA, CDOT, local agencies, and the public to keep a complex, multi-stakeholder process moving efficiently. It is the kind of high-visibility corridor project where Peak's ability to hold all the pieces together makes the difference.
Mississippi Avenue Bridge Over South Platte River Replacement
The City and County of Denver is replacing the aging Mississippi Avenue bridge over the South Platte River, a structure built in 1953 that no longer meets current structural or hydraulic standards. Peak is providing an environmental scan to identify potential constraints and opportunities early, giving Denver the information needed to move confidently into design and compliance. Getting the environmental foundation right before design advances is exactly the kind of upstream investment that saves time and cost downstream.
16th Street Mall Reconstruction
The 16th Street Mall is one of Denver's most iconic public spaces — and one of its most contested infrastructure challenges. Previous attempts to address decades of deteriorating pavement stalled for years over historic preservation conflicts, until Peak developed and led the strategy that finally united the City and County of Denver, RTD, FTA, the Downtown Denver Partnership, and dozens of stakeholder and advocacy groups to achieve consensus and NEPA clearance for construction. Peak continues to oversee environmental compliance during construction, ensuring the design-builder meets all NEPA, Section 106, and technical commitments through to completion.
DEN AQ Monitoring
Denver International Airport operates under a broad and evolving set of environmental compliance obligations, with air quality among the most technically demanding. Peak provides on-call air quality support including conformity evaluations, emissions data collection and modeling, State Implementation Plan assessments, and regulatory reporting — as well as strategic analysis to help DEN evaluate new programs and opportunities that advance its sustainability commitments. It is detailed, technical work that requires both regulatory precision and a clear understanding of where DEN wants to go.
Commerce City Highway 2
CDOT is adding a raised median along Highway 2 between East 96th and 104th Avenues to improve safety and traffic flow through a defined corridor. Peak prepared environmental technical memoranda addressing Section 106 historic and cultural resource compliance and visual resources — giving CDOT the early analysis needed to identify potential impacts, meet federal requirements, and integrate design solutions before they become costly problems.
Downtown Bus Priority Stud
Denver is advancing near-term bus priority improvements on key downtown corridors to reduce travel times, improve reliability, and increase safety on some of the city's most heavily used streets. Peak developed and led the full stakeholder engagement strategy — from identifying key stakeholders and building the engagement plan through public meetings, surveys, workshops, business outreach, digital content, and multilingual materials designed to meet language equity standards. Meaningful engagement on projects that reshape how people move through a city requires both strategy and follow-through, and that is what Peak delivered.
Kennedy Golf Course Bridge Repair Project
A bridge rehabilitation within Denver's Kennedy Golf Course spanning Cherry Creek required careful environmental oversight to keep construction activities aligned with federal requirements. Peak provided Section 404 permitting support through the U.S. Army Corps of Engineers and advised on Migratory Bird Treaty Act compliance — ensuring the right work happened at the right time in an environmentally sensitive location.
Castle Rock Mobility Hub
CDOT is advancing plans for a Bustang mobility hub in Castle Rock to strengthen regional transit connections along I-25, with three candidate sites under evaluation. Peak is conducting environmental scans for each site and providing ongoing environmental advisory support to ensure compliance and informed decision-making as the preferred location moves toward selection. Early environmental analysis at the site selection stage is exactly where Peak adds the most value.
RTD Downtown Light Rail Transit Reconstruction NEPA Clearance
RTD's reconstruction of approximately 2.5 miles of downtown light rail infrastructure required NEPA clearance and proactive planning for potential cultural resource discoveries during construction. Peak led the NEPA evaluation to Categorical Exclusion, and developed practical field tools — tailgate talk handouts, a process flowchart, and a standardized reporting form — to prepare RTD staff and construction teams for unanticipated finds before breaking ground. Thinking ahead so projects don't get stopped in their tracks is a Peak specialty.
