Spencer Tomlinson

Environmental Planner

Background

Spencer Tomlinson is an Environmental Planner with Peak Consulting Group, specializing in NEPA compliance, environmental documentation, and sustainable development for public infrastructure projects. He holds a Master’s degree in Environmental Economics and Management from the University of Georgia, along with a minor in Environmental Law. As a LEED Green Associate, Spencer combines his technical knowledge of environmental policy with a deep understanding of economic and sustainability principles to deliver thoughtful, compliance-driven project solutions.

At Peak, Spencer serves as the Deputy NEPA Lead for CDOT’s I-25 Safety and Operations Improvements project, managing the coordination and delivery of environmental documentation, technical reports, and public engagement materials. His work also supports major initiatives such as the Front Range and Mountain Passenger Rail studies, the replacement of the Mississippi Avenue bridge over the S. Platte River, the replacement of the Lincoln Street and 6th Avenue bridges over Cherry Creek, the Parker Road and Mainstreet Improvements project, and the 16th Street Mall Reconstruction. In addition to his environmental planning responsibilities, Spencer facilitates public meetings for the Denver RTD Citizens Advisory Council, helping ensure transparent communication and productive collaboration among stakeholders.

Prior to joining Peak, Spencer served as the Environmental and Sustainability Project Manager for the Housing Authority of the City of Atlanta, overseeing NEPA compliance and environmental assessments for HUD-funded housing projects. Some of Spencer’s responsibilities included the facilitation of large-scale hazardous material remediation efforts to ensure that new public housing projects were safe for low-income residents in need of housing as well as coordination with development partners to track mitigation conditions through to financial closing and construction. His experience in both public housing and transportation sectors gives him a unique perspective on environmental policy and community impact. Spencer’s proactive communication, attention to detail, and strong project management skills make him a trusted partner in advancing sustainable, regulatory-compliant infrastructure projects.
