Leadership Rooted in Collaboration

Mandy Whorton, Co-Owner & Principal Mandy carries forward Peak’s mission by ensuring that every project reflects both technical excellence and meaningful community input. With more than 30 years of experience in environmental planning and transportation policy, she has helped shape projects like the I-70 Mountain Corridor and Front Range Passenger Rail into models of collaborative, forward-looking planning. Known for streamlining complex NEPA processes while keeping public voices at the center, Mandy works side by side with colleagues and clients to deliver results that balance progress with responsibility.

Colleen Kirby Roberts, AICP, Co-Owner & Principal Colleen ensures Peak’s mission is reflected in projects that are not only compliant but also community-driven and future-ready. With over 25 years of expertise in environmental planning and urban design, she brings precision and creativity to work ranging from the Lincoln Avenue Corridor to Denver International Airport. Her leadership is defined by collaboration, helping clients navigate regulatory requirements while achieving outcomes that are sustainable, inclusive, and responsive to the people they serve.


Experts Who Blend Science, Design, and Sustainability

Ashley Bushey ensures that historic preservation remains a priority in modern transit and energy projects. With expertise in cultural resources and environmental compliance, she has worked on Denver’s 16th Street Mall, BART’s Silicon Valley Extension, and the Champlain Hudson Power Express. Ashley’s role reflects Peak’s mission to integrate cultural heritage into contemporary infrastructure, ensuring projects honor the past while building for the future.

Chelsea Adkisson, P.E., translates Peak’s values into practical design and engineering solutions. A licensed Professional Engineer, she has led multidisciplinary teams on projects like CDOT’s I-270 Improvements EIS and the Muir Woods Sustainable Access Project. Chelsea’s work in roadway design, stormwater management, and pedestrian safety improvements reflects her commitment to delivering infrastructure that is both technically sound and community-focused.

Anna Albright bridges science and regulation to support Peak’s growing biological resources expertise. With a background in biology and anthropology, she ensures that projects meet environmental standards while protecting sensitive species and ecosystems. From billion-dollar clean energy projects with the Department of Energy to current work on I-70 Floyd Hill and I-270, Anna strengthens Peak’s mission to balance growth with ecological responsibility.

Melissa Martin makes environmental planning accessible by turning complex data into clear, meaningful visuals. She has supported projects such as Front Range Passenger Rail and I-25 Safety and Operations Improvements, where her GIS mapping and graphic design skills help stakeholders understand environmental impacts. Melissa’s work ensures that Peak’s commitment to public engagement is reflected in every phase of project delivery.

Spencer Tomlinson, LEED Green Associate, advances Peak’s mission by connecting environmental compliance with sustainable development. As Deputy NEPA Lead for the I-25 Safety and Operations Improvements Project, he manages technical analysis and documentation, while also supporting planning for passenger rail and the 16th Street Mall. With a background in environmental law and economics, Spencer ensures Peak’s projects align with both regulatory requirements and long-term sustainability goals.
