Background
Mandy has spent 30 years at the forefront of transportation and environmental planning, building the processes, relationships, and strategies that move the field forward. With deep expertise in NEPA, Section 4(f) evaluations, regulatory negotiations, and stakeholder engagement, she is widely recognized for innovative approaches to environmental compliance and for her ability to bring diverse stakeholders to common ground, a skill that has proven decisive on some of Colorado's most politically and environmentally complex projects. Her experience spans every phase of project development, from early planning and design through permitting, construction, and beyond, across Colorado and throughout the western United States.
At Peak, Mandy leads some of the firm's most significant and strategically complex projects, including the Front Range Passenger Rail planning efforts, the I-270 Corridor Improvements EIS, and I-70 Mountain Corridor projects for CDOT. Her client base spans federal agencies including FHWA, FTA, and FRA, state departments of transportation, local agencies across Colorado, and Denver International Airport — a breadth that reflects both the range of her expertise and the trust clients place in her to navigate demanding regulatory and stakeholder landscapes.
